Draft Implementation of RAD for PRAC Authority Incorporates Bulk of LeadingAge Recommendations

HUD has posted for comment, by March 12, a draft of the 37 page document titled "[RAD] Section IV: Section 202 Project Rental Assistance Contract (PRAC) Projects" 

This DRAFT solely addresses the proposed implementation of the new  Rental Assistance Demonstration (RAD) provisions for PRAC conversion and HUD is seeking feedback within 10 days, in order to make final adjustments if necessary prior to formal release. So the turnaround time is tight.

From LeadingAge’s perspective and initial review, the draft is really very good and appears to incorporate the bulk of LeadingAge's earlier implementation recommendations. As drafted now, it would protect the nature of the original program (guards age-distinction of 62+ going forward), grandfather current residents with only new ones being subject to standard Section 8 (v PRAC) eligibility, and provide protections - and even additional funding - for service coordination, among other things.  LeadingAge urges interested members to take a look at the draft and provide feedback as soon as possible.
