Direct Care Workforce Provisions Added to Federal Bill

LeadingAge has worked intensely on H.R. 4434, a bill to reauthorize the Older Americans Act, (OAA), which expands basic services (food assistance, caregiving, part-time employment, etc.) to allow Americans to age independently, and with dignity.

  • Along with the Leadership Council of Aging Organizations — which LeadingAge helped establish — we pushed for provisions to increase the dollars available for OAA programs to better meet the needs of our rapidly growing elder population.
  • We’ve heard your call for help on workforce. The bipartisan bill includes provisions for which we advocated to create projects to test ways to develop and expand the direct care workforce, such as training older workers to join our nation’s fastest-growing occupations, e.g., home health aides, personal care aides, and other direct care workers.

The House leadership's goal is to move the bill as far as possible through the legislative process before the current OAA authorization runs out on September 30, 2019. So far, there is no similar OAA legislation in the Senate. We are advocating for both the House and Senate to pass this or similar legislation to reauthorize OAA programs, increase resources, and include direct care workforce provisions.
