Following months of negotiations between both chambers and parties, Congress on June 23, 2026, passed the 21st Century ROAD to Housing Act.
The bill reforms a variety of existing housing programs, including the Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program, Community Development Block Grants (CDBG), the Rental Assistance Demonstration (RAD), rural housing administered by the Department of Agriculture, and many more.
Throughout the negotiations over the bill text, several adjustments were made to soften a ban on home purchases by institutional investors and to bring back language that allows HUD to act more quickly on disaster recovery.
Once signed by the President, the wide-ranging bill will be the first piece of major housing legislation enacted by Congress in ten years.
Overall, the legislation represents a meaningful step toward modernizing the nation’s affordable housing programs, and LeadingAge welcomes the bill’s strong support for affordable housing. However, the bill does not invest new funding into affordable housing programs and does not specifically address affordable senior housing.
