In an informational bulletin released to states on December 8, 2025, the Centers for Medicare and Medicaid Services (CMS) explains, in plain language, various aspects of HR 1’s section 71119.

This section lays out the obligation of Medicaid expansion states to apply work reporting requirements (aka community engagement requirements) for eligibility in Medicaid via the expansion pathway.

Readers will note that the Trump White House has rebranded HR 1 as the “Working Families Tax Cut Legislation” since its enactment.

CMS informational bulletins (CIB) do not contain policy interpretation or new guidance, therefore leaving much unknown about how CMS will interpret key terms in the new law.
