The U.S. Senate on December 18, 2025 confirmed several key leadership positions over federal housing policy, including: Frank Cassidy as Assistant Secretary, U.S. Department of Housing and Urban Development (HUD) and Federal Housing Administration (FHA) Commissioner; Joe Gormley as President of Ginnie Mae; Ben Hobbs as Assistant Secretary for Public and Indian Housing (PIH); and Ronald Kurtz as Assistant Secretary for Community Planning and Development (CPD).
The confirmations were all on party line votes in the Senate, with the majority voting in favor of each confirmation. LeadingAge will work closely with FHA Commissioner Cassidy and his newly-confirmed colleagues.
Mr. Cassidy will oversee the FHA, which is an agency within HUD that insures single family and multifamily homes; Mr. Cassidy will also oversee the Office of Housing, HUD’s largest office with jurisdiction over HUD’s project-based subsidy programs, such as Section 8 Project-Based Rental Assistance, Section 202, and Section 811, as well as manufactured housing and housing counseling. Mr. Cassidy has been serving as HUD’s Principal Deputy Assistant Secretary since April 2025. Prior to joining HUD, Mr. Cassidy was a senior managing director of FHA finance at Walker & Dunlop.
