The Department of Education (DOE) final rule, published May 19, 2026, implements the new Workforce Pell grant program, a program established by HR 1 that represents a significant expansion of federal financial aid with implications for the aging services workforce.

Workforce Pell allows Pell grants—need-based grants historically limited to longer-term degree programs—to be used for high-quality, short-term workforce training programs designed to prepare individuals for in-demand jobs. These programs must be aligned with high-skill, high-wage, or in-demand occupations and meet specific quality and accountability requirements, including demonstrating strong completion, job placement, and earnings outcomes.

For aging services providers, this expansion of Pell creates potential new pathways for building the direct care workforce—particularly for roles like certified nursing assistants, home health aides, and other entry- and mid-level positions for which short-term training can be an entry point into the field.

The final rule confirms that the Workforce Pell grant program will be implemented beginning July 1. Between now and then, states, higher education institutions, and workforce partners will be working to identify eligible programs and establish approval processes. Community colleges, technical schools, and workforce boards will play a central role in designing and approving eligible programs that are aligned with local workforce needs.
