In May,  Department of Housing and Urban Development (HUD) published three Notices of Funding Opportunity (NOFOs) for the GRRP, totaling $837.5 million in grant funding and $4 billion in loan authority through HUD. The funding is targeted for HUD’s Multifamily Housing programs, including project-based Section 8, Section 202, Section 236, and Section 811 properties.

According to HUD, affordable housing properties will be able to use the funds invest in technologies such as solar panels, heat pumps, wind-resistant roofing, and other measures that will reduce greenhouse gas emissions and make properties healthier and safer for residents in the face of more severe weather and a changing climate. HUD estimates that hundreds of properties will receive the new funding, covering tens of thousands of households.

Element Awards: Gap Financing for Utility-Efficient and Resilient Retrofit Elements

The first applications for the Elements Awards through HUD’s Green and Resilient Retrofit Program (GRRP) funding program are due by midnight on June 29, 2023. Applications submitted after June 29 will be considered in three subsequent application review periods, but the agency is encouraging applicants to apply early.

The GRRP includes three funding buckets, ranging from smaller to larger investments at properties. Elements Awards target properties that already have rehabilitation underway and need gap financing to fund specific utility-efficient or resilient elements, while other funding buckets target stand-alone or larger and more comprehensive green retrofits at affordable properties.

Green and Resilient Retrofit Funding: Application Waves

Within each cohort, HUD is making funding available in tranches so that owners not ready to apply immediately are not disadvantaged in the application process.
