HUD Posts Updated Flyer on Resident, Owner Rights for REAC
On February 10, HUD posted an updated flyer with information on physical inspections during the COVID-19 pandemic. The flyer replaces an earlier version posted in 2021 by HUD.
Resident, Owner and Agent’s Rights for REAC Inspections During the Pandemic
The new flyer provides additional detail on both owner and resident rights before, during, and after an inspection, and it outlines inspector protocols based on HUD REAC Inspector Notice 2020-01. For example, the flyer describes what residents and property staff should do if they are notified of an inspection but have concerns about COVID-19 or have confirmed cases at the property during the time of inspection. Notably, the flyer reiterates existing policy that residents can opt out of having their unit inspected, and encourages residents to communicate any health-related concerns to property staff ahead of the inspection. If a unit cannot be inspected, an alternate will be selected.
The new flyer also outlines how to postpone or adjust an inspection because of pandemic-related issues. This includes a five-step process for notifying inspectors of COVID-19 cases; inspectors are also required to report cases to REAC on the day of the inspection. The updated flyer is available here; it has not yet been made available in other languages by HUD.
