The first bill, “The Mollie Baldwin Upskilling of Personal and Home Care Aides Act,”(S 4942) would provide a stable pool of funding for local governments and non-governmental agencies to expand existing training models that bring new workers into the industry. On Monday February 10th, Congressman Jimmy Panetta (D-CA) and Congressman Tom Reed (R-NY) introduced the Helping Our Senior Population in Comfort Environments Act or HOSPICE Act (H.R. 5821) and this bill passed out of the House on December 8th, 2020. The HOSPICE Act was developed in response to the July 2019 Office of Inspector General (OIG) reports that identified several concerns in the hospice program related to the survey process and quality of care.
The December meeting of the Medicare Payment Advisory Commission (MedPAC) focused on draft recommendations that will be voted on in January for inclusion in the annual March Report to Congress. Domains of analysis focus on beneficiary access to care, quality of care, providers’ access to capital, and Medicare margins. The recommendations emanating from these domains are purely advisory. They require Congressional action to be implemented, which more often than not fails to occur.
“Service coordinators played a critical role during the COVID-19 pandemic in the support of older residents in publicly funded housing.” This is the summarizing statement from a report by the Joint Center for Housing Studies of Harvard University on the role Service Coordinators have during the coronavirus pandemic. The report is an analysis of results from a survey of Service Coordinators by JCHS and the American Association of Service Coordinators.

On November 10, the Senate Appropriations Committee released all 12 of its fiscal year 2021 appropriations bills, including the bill that funds all HUD programs. The House passed its FY21 HUD appropriations bill on July 31. Because a final FY21 HUD bill was not enacted prior to the October 1, 2020, start of FY21, HUD programs have been operating under a Continuing Resolution that expires on December 11. Senate Majority Leader Mitch McConnell has recently stated he hopes to enact final appropriations bills this calendar year, greatly boosting the chances of such an accomplishment.
Both the CDC and some states have issued targeted guidance to assist the general public, as well as businesses, to make informed and, ideally, safe decisions regarding holiday travel and gatherings for Thanksgiving. In this article, we summarize and offer ‘essential highlights’ from the voluminous guidance that has been published, with emphasis on those recommendations from CDC or the states that are new or are expanded beyond what has already been offered for travel, holidays and general get-togethers.
