The Centers for Medicare and Medicaid Services (CMS) in a 37-page informational bulletin authored by agency Deputy Director Dan Brillman, also the director for the Center for Medicaid and CHIP Services (CMCS), summarizes provisions of HR 1 focused on Medicaid and Children’s Health Insurance Program (CHIP) related provisions.
The lengthy overview, which refers to HR as “Working Families Tax Cut” legislation, provides background on inclusions in the law and, unlike most guidance documents issued by the agency, provides little, if any, new details.
For example, the CIB references a Dear Colleague letter sent on November 14 with compliance dates for provider tax provisions but is silent on the specifics included in that letter. Appendices within the bulletin provide information on useful dates, funding opportunities for states, and provisions of rules under moratorium to which are effective and those that will not be enforced.
LeadingAge will review the CIB over the coming days and provide additional analysis as necessary.
The bulletin is available here as a direct download, or on this Medicaid.gov webpage, Working Families Tax Cut Legislation under the Overview Resources section at the Public Law 119-21.
