The Centers for Medicare and Medicaid Services (CMS) issued its Measures Under Consideration (MUC) List for 2025 on December 15, 2025–a delay from the traditional December 1 annual release due to the federal government shutdown.
The MUC list is part of the agency’s process for identifying, reviewing and publicly listing quality and efficiency measures for potential adoption in Medicare programs. Measures that are endorsed by the consensus-based entity through a committee process often appear in the spring and summer payment rules.
Among the 24 measures under consideration in 2025, the same measure is being considered for each — Home Health Quality Reporting Program (QRP), Skilled Nursing Facility (SNF) QRP, and SNF Value-Based Purchasing (VBP).
There are no measures under consideration for the Hospice QRP in 2025.
Advance Care Planning, the measure currently under consideration for Home Health QRP, SNF QRP, and SNF VBP, is under consideration for many of the CMS quality programs and varies only slightly by setting.
