Ranking Member Bobby Scott (D-VA) of the House Committee on Education and Workforce, along with Rep. Susie Lee (D-NV) and Rep. Susan Wild (D-PA) reintroduced the Direct Creation, Advancement, and Retention of Employment (CARE) Act on July 18. The bill would:
- Provide funding to states and entities to invest in strategies to recruit, retain, and advance the direct care workforce pipeline.
- Implement models and strategies to make the field of direct care more attractive, such as training and registered apprenticeships or mentoring, allowing for local and regional innovation to address workforce shortages and needs in a high-demand field.
- Encourage retention and career advancement in the field of direct care through development and utilization of a career pathways model.
- Respond to the needs of a growing aging population and allows older Americans, people with disabilities, and others who require direct care services to remain in their communities, when possible.
- Support the health and well-being of those who need and rely on direct care services and live in the community, in order to help keep them in the setting of their choice.
