The Preliminary April 2026 Interim Performance Reports (IPRs) for the expanded Home Health Value Based Purchasing (HHVBP) Model have been published in iQIES. OASIS-based measure data is current through December 31, 2025, and will be used to determine performance on OASIS-measures for the CY2025 performance year.
The Centers for Medicare and Medicaid Services (CMS) recently identified an issue where 2025 risk adjustment coefficient values were not fully applied to certain OASIS-based measures for home health episodes with SOC/ROC dates in CY 2025. As a result, prior IPRs from 2025 reflected measure calculations based on outdated coefficients. CMS implemented a correction for this processing error in iQIES early April, and the updates are reflected in the April 2026 IPRs. While CMS noted that the overall score changes are generally small, even minor shifts may affect measure rankings, trend analysis and performance interpretation.
Agencies should take this opportunity to review how they performed and make sure the data is correct. If error are found, agencies have 15 days from the IPR release date to submit recalculation requests. LeadingAge members can watch the August 2025 HHVBP Workgroup recording to learn more about submitting a recalculation request. For the Claims-based and HHCAHPS Survey-based measures, data is complete through September 30, 2025. The July IPRs will relfect complete date from the CY2025 performance year.
On the April 28 HHVBP Workgroup call, LeadingAge reviewed how to read performance reports; a recording of the discussion can be found on the workgroup webpage.
