The American Rescue Plan Act (ARPA) of 2021 provided qualifying states with additional federal funding to augment and stabilize Medicaid home and community-based services (HCBS). By accepting additional federal matching funds, states are required to submit quarterly spending plans and semi-annual narratives on the state’s related HCBS actions to CMS.
The Centers for Medicare and Medicaid Services has released states’ submitted quarter one reports for federal fiscal year 2023, noting they may change as states adapt and make updates. Revised plans and actual expenditures will be captured in future submissions.
