The Medicaid and CHIP Payment Access Commission (MACPAC) on July 7, 2026, released an issue brief comparing demographic characteristics of Program of All-Inclusive Care for the Elderly (PACE) enrollees based on Medicaid and Medicare program eligibility within the PACE program. The brief includes information broken out by state on the number of full benefit dually eligible individuals enrolled in PACE, and similarly those that are Medicaid-only. Those eligibility criteria were overlaid with demographic age and ethnicity data, while also assessing long-stay nursing facility utilization while remaining enrolled in the PACE program.

The brief demonstrates ongoing attention to the PACE program by MACPAC, which offers opportunity for recommendations to the administration on administrative burden reduction for PACE organizations and overall improvements in program understanding and visibility. The full brief is available here.
