To promote the use of a homeless preference at assisted multifamily housing sites, HUD multifamily Regional Centers/Satellite Offices may approve both a special and an add-on management fee to cover the cost of staff time associated with establishing and managing a Homeless Preference, according to an October 26 memo from Priya Jayachandran, deputy assistant secretary for HUD multifamily housing.
The special start up fee rate is $2.50 per unit per month (PUPM) for up to 9 months, up to $4,500 per property. A special add-on fee of $2 PUPM (not to exceed $3,600 per property per year) may be collected as long as one previously homeless individual or household is admitted to a particular property during a one-year period. Special and add-on fees cannot be retroactive, nor collected at the same time
Homeless Preference Management Fee Add-Ons will be included in all future regional/satellite office Management Fee Schedules.
