In the first update since 2020, Centers for Medicare & Medicaid Services (CMS) released the Home Health Quality Reporting Program (HH QRP) Measure Calculation and Reporting User’s Manual.
Some key changes aligning the manual with the new OASIS-E instrument include:
- Removal of: Depression Assessment Conducted, Multifactor Fall Risk Assessment Conducted for All Patients who can Ambulate, Diabetic Foot Care, Pneumococcal Vaccine Received, and Improvement in Status of Surgical Wounds
- Updates for: Home Health Within-Stay Potentially Preventable Hospitalization (Claims-Based Measure), Transfer of Health Information to the Patinet (OASIS-E), and Transfer of Health Information to the Provider (OASIS-E).
- Finally, CMS also amended the denominator exclusions for certain OASIS Outcome-Based measures in response to provider concerns that agencies were penalized for accepting individuals who were receiving palliative care before accepting hospice and could not necessarily improve on ADLs like ambulation.
