Program of All-Inclusive Care for the Elderly (PACE)
Telehealth: Congress should pass The Ensuring Parity in MA for Audio-Only Telehealth Act of 2021 (S.150/H.R. 2166), legislation that would allow risk adjustment submissions based on audio-only telehealth visits. CMS guidance broadened flexibility on the use of telehealth among PACE organizations but has continually required PACE organizations to use audio and video telehealth for the purposes of making participant risk adjustment submissions. Many PACE participants only have access to audio-only telehealth and the video requirement has limited the resources available to care for them.
Federal LTSS Funding: Congress should pass an ongoing increase in the Medicaid FMAP for all LTSS, including PACE, of ten points. The coming years will see significant increases in the number of older adults in the United States and increased demand for LTSS among this population. To ensure that state systems have the capacity to provide this care, including with respect to the workforce, this increase is needed.
