• bolster wages
• offer incentives and federal grants
• mitigate price gouging from staffing agencies
• establish and retain a pipeline of foreign aging services workers
• implement common sense proposals that must be met before implementing nursing home staffing ratios
• enact meaningful, equitable long-term care financing
