The Senate passed its fiscal year 2025 (FY25) budget resolution on February 21. The resolution includes budget reconciliation instructions to achieve some of President Donald Trump’s goals, namely around deportations and border control.
The House will vote on its FY25 resolution the week of February 24; the House resolution seeks to achieve the majority of President Trump’s goals, including extensions of tax cuts set to expire this year, new tax cuts, border control and mass deportation funding.
To pay for their respective resolutions, Congress will instruct committees to identify offsets. Potential offsets include cuts to Medicaid program and the elimination of the tax exemption of municipal bonds.
Advocacy to protect these resources is working as some House Republicans are calling to protect Medicaid from cuts. Whether the House can muster the votes it needs (i.e., 217 of the 218 House Republicans supporting the resolution) is the question at hand.
“To my House colleagues: I prefer one big, beautiful bill. But we have to have a Plan B if you can’t get it done soon,” Senate Budget Chair Lindsey Graham (R-SC) said, referring to the Senate-passed FY25 resolution.
