Following a 45-day comment period, LeadingAge on July 9, 2026, submitted comments on an Office of Management and Budget (OMB) proposed rule that seeks to incorporate the administration’s policy priorities in the federal awards process, such as through restricting the use of funds based on the president’s policy preferences and granting broad discretion for agencies to terminate assistance based on presidential priorities.
As many of our members receive federal financial assistance through Medicaid, Medicare, Older Americans Act grants, and the Department of Housing and Development’s (HUD) rental assistance and related programs, we are deeply concerned by the uncertainty, risk, and burdens that this rule would introduce, which may undermine their ability to provide critical supports and services to the older Americans they serve.
In our comments, we ask OMB to consider removing or substantially revising provisions that: factor administration policies and priorities into program design, pre-issuance review, and termination and suspension decisions; impose new prohibitions on the use of federal awards, which due to their lack of clarity, may chill recipients from engaging in legitimate activities; and subject recipients to unnecessarily burdensome requirements.
