Clarifying Dates for Phase 4 PRF Dollars
For the Phase 4 Application: Providers are asked to submit expenses and lost revenues incurred between July 1, 2020 and March 31, 2021 that relate to preparing for, responding to and preventing coronavirus. This data will be used to determine a provider’s Phase 4 payment. Providers will receive a percentage of the amount submitted. This will be determined once all applications are submitted based upon the available dollars in comparison to need identified in the applications.
Using Phase 4 PRF: Once you receive Phase 4 Provider Relief Fund dollars, these dollars can be used to cover expenses and lost revenues incurred related to coronavirus between January 1, 2020 and at least December 31, 2022. This timeframe is referred to as the Period of Availability for funds and it is based upon when the payment is received by the provider. HRSA has indicated their intent to distribute Phase 4 to providers in December 2021 and if that date holds, providers will have until to December 31, 2022 to use those dollars.
Reporting on Phase 4 PRF: Providers will have to report on how they used Phase 4 and any other PRF dollars received between July 1, 2021 and December 31, 2021 during Reporting Period 4, which is open for submitting reports from January 1, 2023 through March 31, 2023
