This legislation repeals the 2-year mandatory “lockout” for in-house CNA training programs based on the level of fine received by the nursing home. Instead, the bill requires the suspension to be lifted when the nursing home comes back into compliance. To address concerns about nursing homes that have a record of poor performance, CMS may provide additional oversight once the in-house training program is no longer suspended.

Citing the importance of direct care workers in all sectors of the long-term services and supports field, and the millions of workers who will be needed in the next five years, the bill establishes grants to recruit, retain, and support direct care workers. Funds will be available for innovations and strategies on training, career pathways, mentoring, and other ways of making long-term services and supports an attractive career option.

LeadingAge’s commitment to developing the workforce pipeline and mitigating the workforce shortage took a step forward with the launch of the LeadingAge University Advisory Council. The purpose of the advisory council is to provide practical input, advice, and resources to LeadingAge on its ongoing student initiatives, and to identify opportunities for LeadingAge and its members to partner with universities.
